Japan went through three stages in postwar urbanization, namely, the consolidation of resources and agriculture, the development in large-scales and the construction of social welfare. The Japanese Government consistently adheres to relevant laws, leads the economic development from central to local governments and makes corresponding plans for territorial development in accord with different stages to promote urbanization. From the end of World War Two to the 1950s is the period when Japan consolidated territory, agriculture and resources in preparation for industrialization. Japan entered the high-speed economic development period in the 1960s when the Japanese Government started to implement the strategy of the development of urbanization in a all-round way in which cities are as its bases. In the 1970s it started to construct the network of the modern transportation with all efforts, bridging the gap between the cities with developed transportation network and the cities with .In the 1980s it came up with the conception of inhabitation to improve the living conditions of the citizens and the degree of urbanization. In the 1990s to eliminate the one polarization of Tokyo, it constructed the multi-polarization of territory actively. In conclusion, the process of urbanization in Japan is the process of promoting work in all areas by drawing upon experience gained at key points. The industrialization is in step with urbanization and the city is in coordination with the country. We may use the experience of Japan for reference in the urbanization in China.
