Japan bade farewell to the era of rapid economic development and entered a period of steady economic development during the1970s and1980s. At the same time, Japan’s rapid urbanization changed into a mature development stage. The development level of urbanization in the past and the social economic development and western urban planning concept had important influence on Japan’s urbanization in the1970s and1980s. Facing with the new changes in domestic and international situation, the Japanese Government strengthened the urban planning and management system, eventually forming a more systematic urban planning system throughout the full range of urban management. The Japanese government had also established a variety of urban policy such as land policy, housing policy, transportation policy, the environment policy, promoting the comprehensive development of the city. In the1970s and1980s, the urbanization in Japan had some outstanding performance. Japan’s population growth model changed from traditional type to modern type and population distribution tended to disperse. Tokyo centralized phenomenon was very obvious. The local metropolitan area developed quickly. Construction of urban infrastructure had been strengthened. Japan’s urban development in the1970s and1980s had some new features and also had many problems.But its development experience is still reference for China.
