The Research On Social Security Of Enterprises' Workers

The period of"the first five-year plan" marks an important stage in the developmental history of New China.This thesis takes Suzhou region as an inspecting object to study social security of enterprises′workers of this period from the perspectives of Labour insurance,Labour protection and Livelihood welfare.On the basis of learning from past experiences and lessons in the implementation of labor insurance, the Communist Party of China issued the《People′s Republic Of China Labour Insurance Regulation》in February 1951, then amended and implemented it in January 1953.The Regulation specifies workers at old-age,sickness, disability,death,fertility and other aspects of the work entitled to insurance benefits. The work of labor insurance is effectively developed under the guidance of the Regulation. In order to achieve the aim of "serving for the production , serving for the masses", Labour protection is also designedly carried out with more attention and active leadership of the Party, the Country and the Labour Unions. Given the situation that a large number of women take part in production work after the founding of the People′s Republic, Suzhou area has relatively many textile women workers coupled with some special physiological factors of women, the Party Committees and Labour Unions have also laid more emphasis on the labour protection of female workers. In order to improve and enrich the Workers′material and cultural life,all levels of Government and Labour Unions also conducte a series of work to improve their Livelihood welfare. The contents can be categorized into three aspects: First, strengthening the collective welfare facilities; Secondly, actively launching the culture and sports activities; Thirdly, improving the system of the difficult livelihood grants of workers.The development of the above work plays a significant role in reducing workers′livelihood difficulties,protecting Workers′health and enhancing workers′enthusiasm for production ,and promotes the "the first five-year plan "overfulfillment. But at the same time, there exist many questions, leaving the precious experiences and profound lessons.
