The proportion of the labour remuneration in primarydistribution affects the benefit of the workers, the development ofeconomy, and the stability and harmony of the society. Recent years,with the development of economy of China, the proportion of thelabour remuneration in primary distribution is declining. The reportof the17th Party Congress explicitly points out improving thepercentage of the labour remuneration in primary distribution. Thepurpose of this article is to give some suggestions for improving theproportion of the labour remuneration in primary distribution basedon analyzing the necessity, possibility, and restriction factors of it.First and foremost, for the proportion of the labour remunerationin primary distribution is generally on the low side, it will sort out thereference materials of how the dual nature of the price of workerseffects the relatively low labour remuneration. At the same time, itconcludes the analysis of the necessity of increasing labourremuneration which combined with recent the international anddomestic situation.Second, on the basis of contributing and verifying of the U typecurve that the proportion of labour remuneration is decreasing andthen rising up along with the labour transferring, the necessity of dualeconomic structure of China is to decline the proportion of labourremuneration from1998. The reasons which are leading to thedecreasing proportion are the unbalance of labour and capital, theirrational decision mechanism of labour remuneration, and unhealthypayment security mechanism of labour remuneration. In addition, it is logical when analyzing the U type curve and Lewis turning point. Itshows that the Lewis turning point is coming soon. At the presentstage, if it was possible to improve the proportion of labourremuneration in China, there were three very significant reasonswhich directly cause the decreasing of its improving why it cannotcross with the Lewis turning point. Then, it will discuss about therestraint factors of increasing the labour remuneration at present.At last, because of the restraint factors of increasing the labourremuneration of China nowadays, there are some advices ofincreasing labour remuneration from four perspectives which areincreasing the investment of labour capital, perfecting the communitynegotiation regulation, making a sound wage system, and perfectingthe payment security mechanism.
