Drainage Corporation is a state-owned enterprise which was re-organized from a unit of the nature of the sewage treatment system at the second half of 2008. It is mainly responsible for the sewage treatment business in Suzhou city. Because of the long-term management model in accordance with the institutions' operation and management, it is lack of effective corporate performance management staff which caused by the enthusiasm of staff is not high, low efficiency, overstaffing and other issues. In view of this situation, the new company urgently needs to re-establish a suitable enterprise performance management system in accordance with the requirements of modern enterprise management to improve the performance of employees and enterprises.This article firstly analysis and describe the four main methods of managing the content of advantages and disadvantages at home and abroad and then the company's existing staff, the organizational structure and the characteristics of production and operation are described, conducting a questionnaire survey before the implementation of performance management unit. Through the analysis of diagnosis, the aim is to look for the problem existing in the original units in the performance management aspect. On this basis a new system of corporate performance is advanced.The new performance management system includes performance plan, the implementation of the performance, performance evaluation, performance feedback and performance results of the application of the five aspect. In the aspect of performance plans based mainly on the overall performance of the company's goal to re-design and definitude the enterprise, department and employee performance plans by identifying key performance indicators at all levels of (KPI) . In the aspect of the implementation of the performance focused and sustained implementation of the process of communication and feedback the main way of feedback, frequency, and the collection of performance information is designed. In the aspect of performance evaluation the article is focused on the principles of performance appraisal and the method for calculating the cycle and introduces the specific content of the work plan, KPI and 360-degree assessment. Performance feedback focuses on the establishment of performance feedback methods, content, time and the content and the way of employee complaints. In the aspect of performance results this paper discusses the results on the performance evaluation methods as well as how to apply the results of performance appraisal for staff, training, etc.
