The industry cluster is a global economic phenomenon.Clusters are pointed to phenomenon in which the concentration in space of interconnected companies in industry and theirs correlating institutions in a particular field(Usually in a dominant industry) form the strong and continuous competition predominance.The facts of economic development of world countries indicate that the upgrowth degree of a regional economic should be adirect proportion to the development of native industry clusters.This article discusses the stratagem of industry clusters in Langfang on the base of the theory of industry clusters.The article briefly reviews the correlative theory of industry clusters.On this base,in order to provide a clue and countermeasure for the stratagem of industry clusters in Langfang, this article analyzese the forming condutions of industry clusters.After analyzing the necessity and feasibility that Langfang implements the stratagem of industry clusters,the article points that promoting the characteristical industry clusters' development in Langfang is the only way of driving industrialization and citilization in Langfang and making economic spanning-develop come ture.The key content is the assessment of Langfang industry clusters,including the traditional industry clusters and new industry clusters.As for assessing the industrial clusters of Langfang City,the article adheres to the following logical framework:First of all,I analys the necessity of developing industrial clusters of Langfang by means of interpreting the development of industrial clusters both at home and abroad.Afterwards,the industrial objects for assessing the traditional industries and new industries were determined.For the traditional,the assessment was based on the definition of industrial clusters agglomeration degree,the industrial clusters competitiveness and the industrial clusters development potential.For the new industries,the three index were the degree of strategic alignment,industrial development potential and industrial factor endowment.On this basis, SWOT,PEST,BCG analysis were applied to determine the priorities of Langfang industrial clusters and through studying benchmarking city and analysing industries,the orientation of chosen traditional industries and new industries were determined.I bring forward the specific measures of optimizing financial ecological environment of Langfang and worked out the implementation plan both for developing traditional&new industries and expanding the partnership.This paper uses both qualitative and quantitative analysis on the development status of industry cluster in Langfang which base on the data and information of Langfang statistics Bureau and other government sectors.First of all,the paper uses qualitative analysis on the condition,necessity,the choice and assessment.Then I use regional Gini coefficient and Location quotient to define the extent of industrial clusters in Langfang.As an attempt,the paper has provided a new way of thinking for Langfang' s development,also provided some scientific basis and a useful reference to a certain extent academic and practical significance.
