China's Oil Security Strategy In The New Period

With the development of economics of China,and the demand of oil,the oil security problem has risen to prominence.It is self-evident that oil play an important role as strategic material.Confronted with severe situation in supply and demand of oil,it is up to China to take the initiative to develop a strategy on its own in order to secure its economic safety and national safety.Based on the achievements at home and abroad,with the background of oil energy safety of the world in 21 century,basing its theory on intension of modern oil energy safety,the article makes research into oil energy security strategy of China according to the analysis of the severe situation of energy safety at home and abroad.The article mainly falls into five parts.Chapter1 analyzes the intension of modern oil energy safety through the achievements of research at home and abroad.It argues that oil security refers to posession of oil resources from abroad,including two important factors,i.e.price and ability to attain resources.Chapter2 According to the analysis of situation of modern oil energy in today's world,chapter2 recognizes the supply and demand tension of oil and its uneven geographical distribution.Low oil prices are gone for good.In addition,geo-political conflicts,oil speculations and unpredictable emergencies threaten the oil energy security of the world.The main powers such as America and Japan and late oil consuming countries such as India have fomulated their own oil energy security strategies and achieved some results.These are examples set for our country to research into oil energy strategy.Chapter3 Through the analysis of statistics of China's oil resource,chapter3 points out that the increase in oil production is not obvious,but the oil consumption surge sharply.With high prices in recent years,the oil supply and demand gap of our country has increasingly widened.The detailed problems of our oil security emobodies in lack of self-sufficiency,limited import source, lack of flexibility of oil pricing mechanism,difficulties in overseas investment,unsound legal system of oil reserves,just start of physical reserves and so on.Therefore,it is critical to make reseach into oil energy security strategy.Chapter4 From geopolitical and economic points of view,chapter4 analyzes the political and economic situation of several main suppliers in the world,and the pros and cons of cooperation between those areas and China,and provides the basis for China to develop its diversification strategy of oil imports.At the same time it notices the geopolitical conflicts between China and some other countries during the expansion of oil frontier,and states that China should take its initiative to carry on energy diplomacy,and strengthen international energy cooperation. Chapter5 In light of the oil security problem of China,on the premise that increase the domestic oil supply,chapter5 makes analysis and research into formulating of China's oil diplomacy,oil import strategy,oil reserves strategy,pricing strategy,defence construction to secure the oil supply and demand,and legal system construction at home and abroad to construct oil security strategy with Chinese characters.Chapter6 The end.
