Water is a basic element of the ecological environment. It is not only the material basis of social and economic development, but is also the irreplaceable elements of life to humanity and all living's living and developing. Sustainable utilization of water resources is the basic condition for sustained development of the human, social and economic, which is of great significance for the rapid and steady development to Chinese economic and social. A multi-objective optimization model for the sustainable water resources use analyzing the interaction among economy, water resources and environment system was proposed, and was revealed the possibility and potential of the sustainable utilization of water resources in china by adjusting and optimizing the industrial structure.Based on the dynamic input-output model, a multi-objective analysis system for macro-economic based water resources use study is proposed. In this system, mutli-objective collaborative optimization, which is important for effective simulation of environment-economy system, was realized through the combination of environment simulation model and economic simulation model. It will predict the future water demand and water pollution emissions in china.The optimal results of the system show that the optimal industrial structural adjustment could be effectively to promote structural change, to improve water use efficiency and to reduce waste produce for China. Based on dynamic input-output analysis, the multi-objective environment economic analysis model could effectively predict the Chinese future economic growth, water demand and waste produce. The optimal industrial water in 2030 could be reduced 89% respectively comparing with the planned values under maintaining rapid economic development. Production rate of major pollutants is far below the gross output growth rate. From this, to carry out the optimal allocation between economic structure, water structure and waste produce structure with other environmental protection measures can ease the pressure on the shortage of water resources, reduce the rate of water wastage, increase the water use efficiency and improve the degree of water pollution, therefore, increase the overall level of sustainable use of water resources.
