As the material carrier of agricultural production, agricultural infrastructure has become an important factor that influenced rural economy and social development, which is also of importance on improving the agricultural productivity and establishing the modern agriculture. The demand and supply of agricultural infrastructure in a region reflects the economic development and farmers'living conditions in that area. Agricultural infrastructure directly influenced the level of agricultural productivity, the construction of modern agriculture and comprehensive development of agriculture.In the process of agricultural production, soil, fertilizer and other production factors depend on the water conservancy facilities heavily, which are vital to the agricultural production. To improve water conservancy facilities in rural areas, it will enhance agricultural production, increase farmers'income and solve the"Three Rural Issues". In this paper, based on the theory of public goods and the classification of agricultural infrastructure, we will analyse the private supply model of small-scale farmland water conservancy facilities in DaZhangzhuang village, Beichen District, in Tianjin. Through mathematical statistics and analysis of project economics, we measured and evaluated the financial returns of the private investment on water conservancy facilities, and then discuss the possibility of this model and obstacles that influenced the investment. Finally, we will draw a series of policies and advice, especially the safeguard on financial system of agricultural infrastructure.
