The frequent floods, drought in China have caused serious harm to the development of rural economy, thus the investment of small water conservancy facilities has become a focus of China’s "three rural issues".In2011, the Central Document No.1firstly put forward "for the construction of farmland water conservancy10%gold extraction from the land assignment".In2012, the No.1document of central government also proposed "to continue to increase the central finance for small rural water conservancy facilities construction", to support the development of small rural water content. The2013No.1document also put forward increasing public finance to cover dynamics of rural infrastructure investment, basically solving the problem of rural drinking water safety in "Twelfth Five Year Plan" period. However, in relation to the rural life of the rural small water conservancy facilities has many problem, such as less investment, low construction standards, facilities imperfect, utilization rate is low, this is the most fundamental reason that cause the "encounter drought disaster". To solve the series of problems, the establishment of a new effective rural small water conservancy facilities investment mechanism is the beginning.The study complied with the background and relevant laws and regulations, based on the related theories, public economics, system engineering, etc, and using literature method, the combination of theory and practice methods to research the article. Study with reading the analysis of domestic and abroad research literature on the dynamics of rural small water conservancy facilities, application system, points out the research deficiencies, and points out the start line of system dynamics of rural small water conservancy input mechanism. Then study the theory and research on rural small water conservancy facilities and system dynamics, lay the foundation for the empirical study.Next is the analysis and research the influencing factors of rural small water conservancy facilities, establish a system dynamics model of rural small water conservancy. Then according to the established model, taking Yunnan Province as the simulation object, and based on the statistical data to went the simulation studies and sensitivity analysis. Putting forward suggestions on how to improve small water conservancy facilities in rural areas of Yunnan according to the result. Finally, make the conclusion of the thesis, pointing out the deficiencies of this research..
