Our country is an agricultural producing countries, agricultural development occupies avery important position in the national economy. But because of China’s vast territory, theregional natural environment there is a big difference. In the terms of time, summer andautumn are usually humid and rainy, spring and winter are cold and dry, in n the terms ofspace, wetter eastern region, arid western region, and the very uneven distribution of waterresources, irrigation and water conservancy construction is so overcome environmentalobstacles, solve agricultural problems of water shortage the necessary measures, but also topromote the necessary conditions for economic and social development. Since the foundingof New China, especially since the reform and opening up, governments at all levels attachgreat importance to the construction of farmland water conservancy, after entering the newcentury, the central government continues to increase investment in irrigation havesignificantly improved the overall. However, with a non-balanced development of the ruralcharacteristics, making the construction of farmland water conservancy between regionsthere is a big difference, restricting the development of China’s agriculture, which requirespeople to build irrigation according to the actual situation of different regions.Because there is a big difference in the level of development of the natural environmentand the economy, the supply capacity and demand intensity regions of farmland waterconservancy facilities are also bound to vary considerably, with regional differences in thisarticle as a starting point, based on the theory of public goods in rural, Unbalanceddevelopment theory, the theory of effective supply of rural public goods such as basic theory,literature studies, empirical and normative analysis, field research and analysis ofquantitative and qualitative research methods, elaborated farmland water conservancydevelopment of China’s economy has experienced a period of planning, rural system afterthree periods of reform and tax reform period, through the construction of farmland waterconservancy facilities in Shandong Province, investigation and analysis of the aging ofirrigation facilities exist in disrepair, lack of investment, operation mechanism is not perfect,the lack of personnel, and other major regional imbalance of supply and demand issues, and atthe macro compares China’s eastern, central and western regions of the three irrigationfacilities supply and demand situation in the supply capacity is relatively strong compared tothe eastern region, on the strength of demand in the Midwest are relatively strong.Based on the above described analysis, the author constructed the evaluation index system of31provinces, irrigation facilities supply capacity and demand strength, using factoranalysis on China’s ability to supply water conservancy facilities and demand strength forevaluation, according to the various provinces of integrated score of irrigation facilitiessupply capacity and demand strength were ranked and ranked,according to supply anddemand comprehensive evaluation of irrigation facilities in the various regions, and finallyfound the eastern region in addition to Beijing, Tianjin, Shanghai and other regions, thesupply capacity of irrigation facilities elsewhere comparison high ranking basically supplycapacity before demand intensity, while the Midwest in addition to Henan and Heilongjiangprovince ’s grain supply capacity of irrigation facilities in other regions is relatively low, andthe supply capacity of the bit in most areas times after demand strength. Finally, based onregional differences in perspective, put forward to improve the transfer of financial transferpayment system, improve irrigation facilities needs expression mechanism, innovativeirrigation facilities supply system, and actively promote inter-regional coordinateddevelopment of irrigation and water conservancy facilities and other suggestions to improveour irrigation facilities the effective supply.
