The Research On Farmland Water Conservancy Infrastructures Supply In The View Of Public Goods

Irrigation infrastructure is not only an important guarantee for rural economic development, but also one of the most important infrastructure in rural public products; it is an effective way for full use of land resources and an important measure to solve the three rural issues as well as a prerequisite for the promotion of agricultural technology conditions, meanwhile, it is an important guarantee of food security and physical infrastructure. The quality of the supply for irrigation infrastructure has directly influenced the stability and development in rural areas and affected the level of living standards of farmers. Since the reform and opening up, the rural tax reform has gone through the reform and the abolition of agricultural tax, despite certain achievements, the State also increased the inputs on rural water conservancy infrastructure construction. But as for the further development of society there appeared a lot of problems in irrigation and water conservancy areas:infrastructure, obsolete equipment, lower repairment state,serious blockage, imperfect management system, supply and confusion,such issues lying everywhere. If this situation do not be promptly changed, not only can not meet and adapt to modern requirements of agriculture and rural economic development, but also become a constraint to the sustainable of our society.In recent years, the drought has severely affected China's major grain producing area, due to natural causes on the one hand, but on the other hand is the irrigation infrastructure, outdated and insufficient supply.The drought has once again highlighted the irrigation infrastructure in the importance of the agricultural economy. This thesis focuses on the supply of irrigation infrastructure which impacts China's major grain producing reas, selects three towns of six villages in Runan County,Henan Province as a sample, makes a research on the problems that exists in the supply of irrigation infrastructure from a perspective of public goods. Focus on the main aspects of the problems and deficiencies in the sample when analyzing the supply of irrigation infrastructures and mechanisms, described the supply of irrigation infrastructure, states that the inadequate and lagging behind has a serious impact on output per mu of farmland, thus it is necessary to strengthen the supply capacity and the functions of homing for the supply entity, as well as to further enhance and improve the supply of systems and mechanisms. The idea of this paper is; first, identifying the subject of study is the supply of public goods under the perspective of the supply of irrigation infrastructure,conducting research around the theme and making a literature review, according to the purpose of this research and ideas for selection combining empirical and normative, case analysis. Combining the actual situation of empirical location, after the pre-survey questionnaire modified to develop a questionnaire, the research process are taken in front of interviewees, gaining first-hand information as possible. the final conclusion of the study is gained though sorting out the questionnaire data, proposing the relevant policy recommendations to solve the supply of irrigation infrastructure,. Full-text is divided into six parts, concrete structure and main contents are as follows:This paper is divided into five parts:The first part is introduction, this paper focuses primarily on the background of a severe drought in recent years, out of context by highlighting the important position of the irrigation infrastructure and the inadequate statement. Purpose and significance of the study, this article aims to study the situation of Runan County of Henan province, trying to find the reasons and problems which result in insufficient supply in the supply of irrigation infrastructure, and puts forward the countermeasures in order to better keeping the virtuous cycle in Runan County, enhancing its comprehensive agricultural productivity, and further promoting the cause of rural sustainable, healthy and stable development. Followed carrying out a literature review on public goods and the supply of irrigation infrastructure research in home and broad, conducting a brief comment for this article aims to lay the basis for the study and the research. The chapter concludes this paper pointed out ideas and technical line, building the structural framework of the whole article.PartⅡis the theory, mainly expounded the related theories on the utilization of the irrigation-related infrastructure, this paper aims to lay the theoretical basis. Combining with the public goods theory, put forward the irrigation infrastructure in this paper is the study of small and medium irrigation infrastructure, mainly including reservoirs, dams, pumping stations, motor-pumped wells, ponds, irrigation ditches and other related water distribution facilities. Defined the main supply of this major research in this paper including the supply situation of government, private and third sectors.Last briefly addressed the classification of irrigation infrastructure, and supply characteristics.Part III is the supply situation, this chapter focuses on the supply situation of the three townships and six villages in Runan County Henan Province, specifying the basis and reasons for selecting the sample, and elaborating from factors including the main supply, supply means supply efficiency, the ratio of investment.Part IV is the analysis on inadequate supply of irrigation infrastructure in Runan County, mainly from the subject and the supply mechanisms. The supply is subdivided into the preference of interests in the supply process. The beneficiary farmers co-operative attitude,the unity of the main supply, the supply of the main functions of the supply in several aspects such as dislocation and omission. The supply systems and mechanisms for financial oversight mechanisms are broken down into levels of defects, the incomplete market introduction of a mechanism, the unreasonable management mechanism and inadquate mechanism for peasants to participate in the decision-making, and several other areas.Designed to reveal the deep-seated reasons that cause the inadequate supply of irrigation infrastructure in Runan County, providing a theoretical basis for further solving practical problemsPart V is the policy recommendations, this chapter makes an analysis on the statement and reasons of the supply of irrigation infrastructure in Runan County, drawing on the countermeasures and suggestions provided by foreign and domestic advanced experiences of other provinces,aiming to provide a practical countermeasure for the salvation of the supply of irrigation infrastructure in Runan County.Part VI of this article illustrates the lack and innovation as well as the outlook for this paper.In the last set that can be through the development of agriculture, such as ecological and tourism agriculture in order to attract foreign capital injection to make up for shortage of domestic supply.
