| Recently, the frequent occurrence of natural disasters on the agricultural economy hascaused a great loss, and also fully has exposed the problems of farmland water conservancyfacilities supplication, especially in areas of water scarcity; Drought not only affect theagricultural production and the life of farmers, but also makes a threat to food productionsecurity. Enhance the supply and post-construction management of farmland waterconservancy facilities, and improve the quality and efficiency of the overall supply is anurgent problem which need to be solved for the current supply of farmland water conservancyfacilities, which is not only related to the "San nong" issue, but also related to the building of"service-oriented government". Based on this background, this paper select Ningxia YellowRiver District, which is located in the arid and semi-arid regions of the northwest in China. Tolearn the situation of current supply and farmers evaluate on its supply effect of farmlandwater conservancy facilities in irrigation district, and to identify the main factors whichinfluence farmers to evaluate the overall supply effect. The main purpose is to improve itssupply level and satisfy farmers demand.This research defines the relevant concepts, and to sort out theoretical basis. From macroand micro levels to descript the status of supply of farmland water conservancy facilities inNingxia Yellow River Irrigation, and select Zhongning, Zhongwei and Helan County as therepresentative counties or cities total of16villages conduct field research, and376questionnaires were distributed for village cadres and farmers. Finally,357questionnaireswere regained. Using field research data and descriptive statistics to analyze the supply effectof irrigation district farmland water conservancy facilities, and using Ordered Probit model toanalyze specifically which factors influence the supply effect.Through investigation and empirical analysis, the article draws the following conclusions:(1) the overall supply effect of farmland water conservancy facilities in Ningxia Yellow RiverDistrict is more ideal; rights and responsibility clarity is the highest evaluated, and the lowestis water rate collection management;(2) the most significant factors which influence thesupply effect of farmland water conservancy facilities are convenience of irrigation, management status quo and maintaining status quo. In addition, arable land, whethermanagers’ attention to farmers’ demand at the5%significance level has an impact on it, andwater rate collection management, rights and responsibility clarity, whether managersgenerated democratically also affects farmers evaluate the effect of water conservancyfacilities supply;(3) the impact of gender, age, education level, Blocks of arable land, waterprice evaluation and compared with nearby village is not significant. |
