Research On Competitiveness Of Science And Technology Talents In Hebei Province

Nowdays talents have been becoming the most important resource for country economic,technology and social development. The level of Technology and Science stands for country's integrate power, which was depended on the situation of technology and science talent. The economic of Hebei province doesn't have the advantage of being in a favoured position,on the contrary,the talent of Hebei has been flowing into Beijing and TianJin.This paper evaluates the competitiveness of Science and Technology Talents in Hebei province using principal component analysis based on the current situation of science and technology talent, analyzes the existence of scientific and technological talents of the strengths and weaknesses, identifies their problems and reasons , and for the actual situation in Hebei Province ,provides countermeasures and proposals to enhance the competitiveness of science and technology talent in Hebei.In order to access the competitiveness of Science and Technology Talents in Hebei province more comprehensively and objectively, this paper divides the competitiveness of technology and science talent into the competitiveness of science and technology human resources, the competitiveness science and technology talent's output, the competitiveness of scientific and technological talent's input ,the competitiveness of science and technology talent's environment refering to a large number of literature, and uses principal component analysis to determine position in 31 provinces and cities in the China. The results show that the competitiveness of human resources in the country (not including Tibet) municipalities ranked 13th place in Hebei Province in which the competitiveness of technology and science talent among the total 13, the competitiveness of science and technology among the personnel structure Sixth, the quality of scientific and technological talents ranks the competitiveness of the seventeenth, which show that the total amount and the structure of Technology and science talent in Hebei Province have a relative comparative advantage, but high technology professionals in the acute manpower are in short in Hebei Province, greater efforts should be made to attract high-level scientific and technological talents , the competitiveness of Technology and science talent in the national output of 30 (not including Tibet) municipalities ranked amongst the top 18, Hebei Province, the competitiveness of Technology and science talent output is far behind other provinces in eastern coastal areas, and the competitiveness of science and technology human resources not directly proportional to the output of Hebei Province inefficient technology professionals Hebei Province, the competitiveness of Technology and science talent in 31 provinces and cities in the country ranked amongst the top 15, although the view from the national science and technology personnel in Hebei Province at the middle level of the input, but compared to the other east coast provinces, Hebei Province input is far less than scientific and technological talents; the competitiveness of Technology and science talent's environment among 31 provinces and cities in the country ranked the top 15, but the income of scientific and technological talent in Hebei province are low, Hebei IT professionals with the competitiveness of the economic environment very different from Beijing and Tianjin, which is a major bottleneck for Hebei Province to attract and retain Technology and science talent.Based on the actual situation of Hebei Province, the paper made the countermeasures and proposals from three aspects to enhance the competitiveness of science and technology in Hebei Province. First of all, the use of the internal culture of innovation and technology with the use of a combination of talented people in Hebei province science and technology to enhance the competitiveness of human resources so as to enhance the output of Hebei Province, the competitiveness of Technology and science talent; Followed by the establishment of a wide range of input mechanism, give full play to the Government, financial institutions and the role of enterprises to make up for inadequate investment in scientific and technological talents; Finally, technology professionals to enhance the environment in Hebei Province, Hebei Province to attract and retain qualified personnel to provide material security and system security.
