As a new regional development theory after Growth Pole Theory and Gradient Transfer Theory, Industrial Cluster Theory works as a guidance of regional economics development. It has been demonstrated by international experiences that industrial cluster is the outcome of globalization, and would be the choice for countries and regions to react against globalization. Through over 20 years'reform and opening-up, MICE industry in China has already built up a rudiment of industrial cluster. There is an obvious aggregating tendency of exhibition halls, exhibition companies as well as the periodical exhibition events in China. Five regional MICE Belts have been established: Jing Jin Ji Belt, centering on Beijing and Tianjin; Yangzi River Delta Belt, centering on Shanghai; Pearl River Delta Belt, centering on Guangzhou; Northeast Belt, centering on Dalian and Shenyang; Southwest Belt, centering on Chengdu and Kunming. Considering the obvious advantage of MICE industrial cluster and the established rudiment of MICE industrial cluster in Five Belts in China, it is sure that further development and construction on industrial cluster would help to advance the growth of both MICE industry and regional economic in China. Also, it is an efficient choice to enhance core competitiveness as well as to accelerate the geometric growth of industrial economic in China. Till now, the research of MICE industry in China from the perspective of industrial cluster is limited, much less quantitative analysis. The thesis is aiming to apply GEM Model, which was derived from Porter's Diamond Model to conduct quantitative analysis on the developmental level of MICE industrial cluster. After summarizing other correlative research on industrial cluster of both MICE industry and other industries, as well as referring to studies on indices of MICE industry competitiveness evaluation, the author has established an index system, based on GEM Model, applicable to regional MICE cluster. During the study process, the author designed questionnaires for experts and use AHP method to get index weights. Then the author designed another questionnaire to Shanghai MICE enterprises to obtain each score for the indices. Finally, the author calculated the GEM competitiveness score for Shanghai MICE industrial cluster.There are totally 6 parts in the thesis, including 5 chapters and conclusion part. Chapter 1 introduces the thesis background, research significance, research method, framework and structure. Chapter 2 defines the connotation of MICE industrial cluster, as well as summarizes theory on industrial cluster competitiveness of MICE industry. After introducing Diamond Model and GEM Model, Chapter 3 compares the similarities and differences between the two models. From the perspective of MICE industrial cluster competitiveness evaluation, the chapter analyzes the disadvantages of Diamond Model and the advantages of GEM Model. Chapter 4 establishes evaluation index system of MICE industrial cluster competitiveness, and discusses data processing method of weighting the indices and quantitative analysis. Chapter 5 applies the index system established in Chapter 4 to Shanghai MICE industry. After systematic research and scientific analysis, the author concludes that Shanghai MICE industry is among top level within China and gives some suggestion against the weak point of Shanghai MICE industry. The last part summarizes the outcome and shortcomings of the thesis.
