The National Key Basic Research Development Plan(973 Plan) is clear about the nation's objective, has strategic, foresighted, overall and leading effect to the country's development and science and technology progress, is aim to solve vital scientific problem in the country's strategy demand, as well as those scientific forefront issue which play important role in helping people understand the world, will enhance our country's independent innovation capability, provide the scientific foundation for the national economy and the social sustainable development, which also provide the source innovation for the formation of future high technology.The National 973 Plan focus on agriculture, energy, information, resource environment, population and health, material and carry out multi-disciplinary comprehensive research. on major scientific issues of important forefront discipline area. Since the implementation, it has achieved fruitful results such as strengthening the original innovation, providing theoretical basis and scientific foundation, cultivating and training qualified person with talent, constructing scientific research base, forming synthesis scientific research centers, etc.However, because of some objective and subjective reasons such as the lag of political system reform, the insufficient deepening of scientific management idea, the management principle of 973 Plan did not distinguish between"Scientific Plan"and"Scientific plan Project"; there are still problem of thick color of administration (administration management pattern), ignoring function of local administration section, excluding social participation, single national goal, management weight, service not weight, mere formality of management system, not obvious of management performance exist in management. In the new ear, in order to build innovation-oriented country, we need to perfect management of 973 Plan with innovative thinking and countermeasure: Under the perspective of science and technology politics, take science-government-state-society's interactive development as analytical framework, dig deep into such basic problem as science and technology policy, science and technology plans; make sure is"Service"not"Management", make guiding ideology and principle that public welfare should advance together with national goal; gradually establish dynamic-multiple (multiple participants) management pattern; continuous increase investment; strengthen the fund system construction of person with talent; actively promote the integration and sharing of science and technology resources; strengthen the management of research result and related intellectual property; policy (plan) evaluation instead of project evaluation, create good atmosphere for continuous innovation.
