Policy Research Of National Innovational Science And Technology Park Construction In Changzhou

The construction of national innovational science and technology park, is the “Second Development” strategic requirements of high-tech development zone(Science Park). Meanwhile, it is the realistic requirements of accelerating the transformation of regional economic development model. In August 2009, Changzhou Municipal Party Committee and Government applied to the Ministry of Science and Technology(MOST) for the construction of national innovative science and technology park through Jiangsu Provincial Science and Technology Department, based on the preliminary research and preparation. On 29 th January 2010,“The Construction Plan of National Innovational Science and Technology in Changzhou High-tech Zone” passed the demonstration organized by MOST torch experts. This application was approved by MOST in May 2010.Firstly, this paper defines the concept of “National Innovative Science and Technology Park”, combines the actual status of Changzhou to start in-depth and specific research of this concept. According to the concept of "National Innovative Science Park", to analyze the theories of incubator, ternary participation, innovation system, national and regional innovation system.Secondly, analyze the idea and task of constructing national innovative science technology park in Changzhou. From the perspective of innovative entrepreneurial talent and combine the actual status of Changzhou, to study the policy demand and discuss the policy demand of constructing national innovative science and technology park in Changzhou. From construction ideas, Changzhou should establish innovative models and integrate innovative resources to promote the further development and improvement of the incubator. Establish service system for incubator and establish distinctive industry group, to promote association and coordination between industry groups. Value innovation environment construction in the park, encourage efficient cooperation of production, learning and research. Government should reduce approval threshold, simplify approval procedures, improve further law and regulation constructions for innovative entrepreneurial project. Government function department should improve management efficiency for innovative start-ups, saving enterprises valuable development time. The construction of the park needs synergistic security of accounting, industry, finance, tax and human resources policies. The five policies are complementary and indispensable.Thirdly, study on supply policy of Changzhou national innovative science and technology park construction, to analyze supply status of national, provincial and municipal related policies. Combine the same and different points of policy at all levels, to discuss the effectiveness of policy supply. Relevant policy for national innovative science and technology park construction can guide the construction of Changzhou Innovation Park. “The Innovative Science and Technology Park Construction Guide” has made detailed provisions in the aspect of construction ideas, construction principles, development goals, main tasks, key work, policy configuration and management measures. Jiangsu province has formulated series of policies and regulations for innovation park construction, which has played a supporting role on Changzhou innovation park construction, embodied in the innovation-driven strategy emphasis, driving and so on. Combine the actual situation, Changzhou has enacted series of documents, specific guidance for the construction of innovative science and technology park. The insufficient of innovation development power, industrial agglomeration, top talent, technology service system, are the current existing problems of construction of Changzhou national innovational science and technology park. Therefore, it’s necessary to explore and establish a set of suitable innovation policy according to the three different levels policies.Finally, based on the current existing relevant national policies, analyze the shortcomings, find out the solutions and optimize them. It’s necessary to grasp national strategic intentions accurately, strengthen the awareness of achieving national innovative science park construction as soon as possible, analyze the problem of "Local transplantation" of classical theory, realize the strategy selection problem of science and technology part construction, inheritance developing social innovation spirit, improve technological innovation policy support system. This paper discusses how to optimize policy resources for Changzhou national innovative science and technology park construction.
