Research On The Issue Of Labor Shortage In Zhucheng City

Ever since 2004, the negative influence of labor shortage on the development of national economy cannot be neglected. How to solve the issue of labor shortage effectively and efficiently is an important theme in the new era to governments at various levels in our country. After the appearance of labor shortage, it has aroused the interest of many scholars who has conducted corresponding research on the issue with consecutive important achievements. However, former researches on the issue were all from single angle such as economy or society, lacking comprehensive and systematic analysis of the cause and related policies of the issue of labor shortage. On the basis the research results of other scholars and experts, this thesis gives an all-round analysis of the cause of labor shortage in Zhucheng city, then puts forward some practicable countermeasures and suggestions to provide more comprehensive and accurate references for solving the issue of labor shortage.There are altogether six parts in this thesis:Part one are mainly concept definition and introduction of relevant theories. Concepts mainly include migrant workers and labor shortage. Theories are mainly those Concerned with the research of migrant workers. It's to analyze the general situation of the city of Zhucheng, current situation and features of the issue of labor shortage. Part six is the main conclusion of the thesis. Part two gives an introduction to the present condition of labor shortage on the basis of latest data from various aspects. Part three is the main parts, analyzing the cause of labor shortage systematically and thoroughly from three respects of economy, society and population.Part four and five put forward solutions and measures to solve the issue of labor shortage. Based on the above study and discussion, the author makes countermeasures from many aspects, including canceling dual household register management system to break barriers between city and countryside, strengthening implementation of various policies and establish labor wage system to protect the entitlement to payment, improving management and service for rural workers who work in cities, continuously improving relevant policies and regulation stipulations, strengthening training for farmers and migrant workers, encouraging relative enterprises to adjust their development strategy to realize change and update of industrial structure, transferring the function of government to protect labor usage, carrying out the process of urbanization to look for ways of convenient employment, resolving the labor shortage by labor using units, founding the harmonious environment for employment to upgrade regional competitiveness.We should objectively discuss and treat the present phenomenon of labor shortage. The phenomenon is not a mark of unharmonious relations between cities, villages and farmers. It is believed that it will be a historical opportunity to improve the relations between city and countryside and their common prosperity by attaching importance to the phenomenon timely.
