Labor force is one of the important resources of engineering proj ects,which plays a vital role in the implementation of engineering projects.With the arrival of aging in China,shrinkage of labor supply,working-age population has been declining for five years on end since 2012.However,the scale of engineering projects is growing rapidly.Compared with 2012,building value added has been increased nearly 2.1 times with an average annual growth rate of 41.8%.While the increase in labor practitioners in construction projects has been relatively slower,only 1.14 times that of 2012,with an average annual growth rate of 2.8%.And since 2014 there has been a negative growth.The demand for labor in engineering projects is increasing constantly while the working labor force is shrinking year by year,and the problem of labor shortage has begun to emerge.Taking ZJJF project company as the research object,this paper finds out that the shortage of labor force has seriously affected the normal implementation of the project by studying the development plan,construction organization and current labor resources of the project company,and the target of the node cannot be reached on schedule.Then,with factors affecting labor shortage investigated,the questionnaires were distributed to the project participants,the project managers were interviewed,and 30 industry experts were also interviewed who were randomly selected from the experts database of comprehensive bid evaluation in Shandong Province(sub-database of construction engineering).Listen to the views of industry experts on the shortage of labor force in engineering projects and suggestions for solving these problems,and follow up the field investigation on the management of the project labor force.It is found that the management of labor supply and demand of ZJJF project company is chaotic,and the low labor efficiency increasing the demand of labor force and lacking of fit between labor supply and demand are two main reason of labor shortage.Combined with the background of the project and the development prospect of the future industry,this paper puts forward the countermeasures of "open source,throttling and strong management" after systematic research and analysis.By increasing the fit between supply and demand to retain the existing workers and attracting more potential workers,source opening will be realized and the effective supply of labor will be increased.Through optimizing the construction organization,compacting process cohesion,and adopting new materials,new processes,new technologies,new equipment,the overall labor efficiency will be improved,and the demand for labor will be reduced to achieve the effect of throttling and reduce the dependence on labor force.By strengthening the control of labor resources,improving the overall planning of labor supply and demand,establishing a linear regression model to dynamically adjust demand planning,real-time monitoring of labor changes,setting up labor resource pool,building labor interaction platform,and opening up communication channels of supply and demand,accordingly the labor resources can be effectively managed and controlled.From the perspective of the project,this paper studies the shortage of labor force,which has practical guiding significance for solving the problem of labor shortage in engineering projects,and even has certain reference significance for labor-intensive projects.This paper also puts forward and carries out the planning for labor supply and demand,which provides reference for project management of similar projects,engineering construction organization design,labor force organization and allocation.The paper introduces multivariate linear regression model,providing theoretical basis for labor resource matching in construction organization design of construction industry with ideas for future matching and optimization of labor supply and demand.By introducing artificial intelligence,the labor efficiency can be improved,the dependence on labor force can be reduced,the development trend of future engineering projects can be clarified,the paper has reference value for long-period engineering projects.It also proposes an approach to meet the higher level demand of laborers,which can be used in motivating laborers and improving labor efficiency.The thesis mainly expounding from six parts,for introduction part,it mainly introduces the research background,research purpose and significance,research methods,research contents and framework of this paper.Then combined with the theory of research and application,based on the basic characteristics of project labor organization and labor force,the theory of two yuan economy and Lewis inflection point,Maslow's theory of demand hierarchy and Hertzberg's two-factor theory are briefly introduced and discussed.The third chapter is the investigation of labor shortage in ZJJF project company,introducing and analyzing the organization and project development of ZJJF Project company,and describing the investigation situation of labor shortage and its causes.Then the fourth chapter analyzes the labor shortage of ZJJF project company,and puts forward that labor supply and demand management chaos,low labor efficiency increasing labor demand and labor supply and demand lacking of fit are three main causes for labor shortage.The fifth chapter,aiming at the causes for labor shortage,puts forward the countermeasures of "open source,throttling and strong management",and illustrates the feasible concrete measures in detail.The last chapter is focused on the conclusion and prospect of the study.
