In this paper, we study the following questions: first, we introduce the calculation method of the contribution rate and calculate the contribution rate of the high-tech industry of various provinces to the high-tech industry of the whole country and the contribution rate of the high-tech industry to the economic growth in various provinces, and compare them. Second, we have a demonstration analysis of the direct and indirect effects of the hi-tech manufacturing to the economy growth with Feder model, based on the panel data of the country's 28 provincials from 1995 to 2006. Third, we count the contribution rates of the capital, labor and technology progress to the development of hi-tech industry with C-D production model. And then we compare them between the provincials and with the elements contribution rates of the other industries.We find out that, first we conclude that china's contribution rate of the high-tech industry to the economy growth is lower, hardly increased in many years, even the absolute volume decreased. The contribution rate did not increase by degrees year after year. Second, the direct effects of high-tech industry to the economic growth in our country are not obviously significant. The indirect effects are positive. The spillover effect of High-tech industry to other industries is positive. And it can promote the development of other industries. Third, the contribution rate of technology progress to the development of hi-tech industry is relatively high. But, the contribution rates of the capital and labor is not ideal.
