| As the capital city of Shaanxi province, there are many universities and research institutesand are more than half of the Shaanxi scientific and technological resources in Xi’an. GDP ofit accounts for more than one-third of the Shaanxi. To focus on the contribution rate ofscientific and technological progress to economic growth in Xi’an is not only useful for Xi’anitself but also meaningful for Shaanxi because it plays an important role to solve the difficultproblem which is said "Shaanxi phenomenon". Based on summarizing the current situation ofdomestic and foreign research, the production function method is used to calculate and predictthe contribution rate of scientific and technological progress to economic growth in Xi’an, inthis paper,. The main works and conclusions are as follows.(1) The establishment of the model of calculating the contribution rate of scientific andtechnological progress to economic growth based on production function. The problems arefound through the studying of the output index, the labor input index, the capital input index,the capital output elasticity, the labor output elasticity and measure time in the calculatingmodel. The feasible calculating model is proposed correspondingly.(2) The measurement and prediction of the contribution rate of scientific and technologicalprogress to economic growth in Xi’an by using the production function and scenario method.By the measurement and the prediction results, the contribution rate of scientific andtechnological progress to economic growth is beyond of60%and at a steady rate of sustainedgrowth from the beginning of2009,. It shows the development of Xi’an economic growth ismainly because of science and technology gradually.(3) Countermeasures of promoting the economic development are put forward by usingscience and technology in Xi’an. The main countermeasures are as follows. Firstly,establishing the consciousness and innovative atmosphere of innovation of science and technology; secondly, adhering to the key breakthrough and achieving rapid development inthe technology industry; thirdly, strengthening the encouragement and guidance andtransforming achievement of science and technology to the industrial more smoothly; fourthly,combining the technology with finance deeply and solving the financing problem ofenterprises; fifthly, equal division science and technology resources and solving the resourcearea distribution; sixthly, training the specialized personnel and promoting independentinnovation; seventhly, speeding up the management innovation and improving the level ofscientific research; eighthly, reinforcing the protection of intellectual property rights andenhancing market competition ability; lastly, strengthening exchanges and cooperation andpromoting technology development.The results of this study are useful for the government both to calculate and predict theXi’an contribution rate of science and technology to economy and to make policies forpromoting the economic development by using science and technology. |
