Since the reform and development, socio-economic development passing each day, the rapid development of science and technology has become the first element of supporting economic development. In recent years, Hefei's economic development is obvious to everyone, its economic growth rate has consistently ranked in the forefront of the national capital city. As the only national innovative pilot city, which scientific and technological innovation has also been affirmed. Therefore, in-depth study of scientific and technological progress in the relationship between the contribution to economic growth and to make quantitative analysis, which has important guiding significance. For government to formulate future development strategies and macroeconomic management.This paper mainly consists of two parts:1. Theoretical research. On the basis of the analysis technological progress and economic growth theory and calculation methods, this paper defined the meaning of scientific and technological progress, improved the model's shortcomings, and weakened the elasticity assumption on the measurement results.2. Empirical research. This article emphasizes the importance of original data collection, tried to be comprehensive, complete and true. We study on the Effect of 1999-2008 Scientific and Technological Progress on Hefei's Economy Growth between different industries,according to the primary industry, industry, the tertiary industry and society ,using the methods of empirical research and the modified Cobb-Douglas production function model. Through studying the reflected problem and combining the development status of Science and Technology on Hefei, we propose several countermeasures to improve the scientific and technological progress.
