Facing more and more intense competition,tobacco industry of china chooses new development strategy keeping to fundamental principles of socialist market economy. According to this strategy, the Hunan branch of China National Tobacco Corporation makes itself development strategy that accommodates its hunman resource to its strategy implementation by improving management of human resource development including recruitment .Under the direction of the advanced theory of management of human resource development, the thesis makes the existing condition analysis of the Hunan branch's recruitment, points out some main problems in this field, and illustrates the causes of these problems.By using systems theories, the thesis dezigns recruitment improvement program of the Hunan branch in order to solve the existing problems, including recruitment notion improvement, rencruitment demand-decision improvement, recruitment process improvement,etc. .This program mainly contains recruitment definition , recruitment principles, the amout of recruitment in a year, the key recruitment positions, commonly used procedures of recruitment, the main path of recruitment, time schedule of recruitment in a year, and techniques and tools of recruitment.It must has some supporting measures that the improvement program will be operated successfully, such as the support of the branch management team ,the improved work capacity of human resources managers. The effect Evaluation of the implemented improvement program includes results evaluationg, process evaluation and tools evaluation. Following these evaluations, recruitment must need continual improvement. So recruitment will be able to get a spiral upgrade, better exercise its functions.
