Under the big background of reorganization, resources integrating and fast change of cross location management; a huge change is taken place on the previous diversified and multiple-tiered financial structure. A new middle layer, e.g. regional commercial bank, is appeared between the national commercial bank and the local city commercial bank. By the reorganization, Hunan city-commercial banks will be integrated a new regional commercial bank - Xiaoxiang Bank.By the variance analysis of each agency's human resource management , such as the concepts of human resource policies, human resource functions of plannings, human resources norms and systems, human resources processes, Project Team have deeply understood the overall status and differences:a whole condition's performance works in the weak foundation, the responsibility system of human resource management is not sound, the key management working talent lacks allied movement,the management system is invalid, and most of them lack human resource strategy programming,the human resource management mechanism and system are not completed and not systematic,completely loses it's function to prop up enterprise strategic development as a whole . The integration of Hunan City Commercial Bank human resources must be based on it's differences in the design of practical strategies and methods of integration, with a clear strategy to match the merger reorganization, activation of the stock of effective leverage to enhance the quality of human resources objectives. In order to successfully achieve the integration of human resources to achieve the expected efficiency, we must follow the strategic direction, overall planning, solid foundation, step-by-step implementation of major breakthroughs, continuous improvement ideas and principles of integration to build integrated human resources framework. In this paper, based on the foundation of practice, the author creatively raise the integrated system and frame of human resource in 3 F structure, 5 F contents by using the advanced theory and tool of merger and human resource management. The plenty of earlier preparation, the merger of human resource strategy and obstacle handling constitute the 3 F structure of human resource integrated system. Cultural integration, human resource strategy integration, organizational structure integration, human resource management technique integration and talent retain & motivation constitutes 5 F contents of human resource integrated system. Of course, during the integrating process, we may encounter the various barriers such as the regional protectionism, thinking mine field of executive, habit of organization and individual, the potential risk caused by impacting associate's own benefit and so on. Therefore, it is necessary to prevent obstacles to the implementation of practical countermeasures and disposal to ensure that the integration of human resources to promote the success of the strategy to achieve the desired objectives.This topic is aimed to improve human resource integrating efficiency and result, build scientific and effective method and system of human resource integration strategy according to the development strategy and requirement of Xiaoxiang Bank as well as link with the actual reality of each targeted banks. The demonstration and analysis in this article could also provide the convincing guideline of theory and practice to the human resource integration of other commercial banks or enterprises as well as the systematic operation method of human resource integration.
