Engineering project management model is one of the key factors to the success of projects. It has been improving with the development of our society. Partnering Management Model, widely used in Europe and American in 1990s, has been proved to be a new model with great success. While to our construction market, this is just a new conception. Under the circumstance of hydropower construction with rapid growth in our country, it is very useful to introduce the new model to engineering practices.The paper mainly focuses on how to apply partnering model to the quality management of grouting engineering. First, the author analysis the environments of hydropower construction, and believe it is necessary to introduce the new model. The author also summaries the past 20 years' achievements in the research of partnering around the world, and at the same time, the difficulties of grouting and the problems in quality management are analyzed. Secondly, the author presents the associated basic theory knowledge of the model and compared to the traditional model. Thirdly, the suitable space and value are discussed and the circumstance of the application of partnering model is also presented. The design of the conflict resolution system, accordingly to the practices, base on the characters of grouting engineering and the partnering model and hope to solve some problems. Finally, through Xiao-wan Hydropower Station Grouting Project, the author validates the value of partnering model, and it can provide an example to spread partnering model in hydropower construction.The author believes that how to combine the advanced technologies and the advanced-reasonable management mode to support the engineering construction should be a good issue.
