| With the development of the worldwide economy, the regionalization feature of it becomes more and more obvious. And the capability of regional innovation becomes the core factor for a region to get competitive advantages. However, due to the strengthening of international competitive ability in the worldwide economy, traditional development models and policies of regions show their obvious shortages. The appearance of industrial clusters gives the traditional regional developmental models a challenge, at the same time, it accelerates the appearance of new-style regional innovative systems. So, for the different conditions of regions, it becomes very important to apply the theory of comparative advantage in the regional innovation system.For this reason, this passage puts forward a brand-new testing system of regional competitive advantage in innovation, including four factors: advantage of scientific and technical achievements, advantage of scientific and technical experts, advantage of industrial support and advantage of environmental creation. According to those factors and the numerical values which are made by analytical hierarchy process, we can get the composite score of a specific industry, which can be used as a basis in the testing of competitive advantage in innovation. And, we use the DEA method to analyze the innovative efficiency of present industries in Hunan province and in order to test the using conditions of innovative resources.This study shows that the industries in developed regions, such as Beijing and Shanghai, have more obvious competitive advantage in innovation, for the testing system of innovative competitive advantages is scientific and rational. Then we use the testing system described above to test the industry innovative ability in Hunan province and get the conclusion that competitive advantages in innovation of manufacturing are different. The competitive advantages in innovation of some particular industries are obvious, such as Manufacture of Non-metallic Mineral Products, Manufacture and Processing of Ferrous Metals. However, some industries don't have competitive advantages in innovation, such as Manufacture of Foods and Manufacture of Beverage. Further more, we use the DEA method to analyze the innovative efficiency of industry more deeply, and find that some industries with competitive advantages in innovation are also DEA efficiency, such as Manufacture and Processing of Ferrous Metals, which are well-developed in Hunan province, and have much contribution to the economy of Hunan province. In addition, we find that some industries have lots of innovative resources, but they have some problems in the using efficiency of them, such as Manufacture of Transport Equipment, their competitive advantage in innovation are in the front places, but their innovative efficiency is disconcerting. So, according to the analysis of this passage, we put forward the innovative developmental policies to solve this specific problem of Hunan province. |
