The Research On Building A System Of Science And Technology Policy In The Context Of Two-Oriented Society Of Chang-Zhu-Tan City

Science and technology policy is an important element in promotting the national science and technology development, and it's also an important system security in building the Two-Oriented Society. But, there is a big gap between the current science and technology policy system and the new requirements of the Two-Orientde Society's science and technology development. It has been or will be have kinds of adverse effects to the building of The Two-Oriented Society of Chang-Zhu-Tan. Therefore, it has important theoretical and practical significance to build the Two-Oriented Society of Chang-Zhu-Tan that building a comprehensive and well-functioning science and technology policy system.In this paper, the writer used a variety of scientific theories and methods, such as System Science, Philosophy of Science and Technology, gave the definition to the Context of Two-Oriented Society , the science and technology policy system and other related concepts. It reviews the history of the Two-Oriented Society cogitation, and demonstrate the evolution and development of the science policy system. At the same time, it analyzes the structure, function and characteristics of the science and technology policy system in the Context of Two-Oriented Society of Chang-Zhu-Tan City. Followly, it reveals the fundamental requirement for the science and technology policy system in the Context of Two-Oriented Society of Chang-Zhu-Tan City from the starting of the necessity and feasibility of building a science and technology policy system in the Context of Two-Oriented Society of Chang-Zhu-Tan City, and puts forward the principle and methods in building this system, then establishes a basic model and a operating mode about this system.
