Science and technology-oriented mid- and small-szcale enterprises develop quickly and contribute a lot to the promotion of the economy in china. They, mainly based on the goal of achieving the technological innovation, always focus on how to balance and improve their capability in technological creativity. This article, through analyzing the capability of technological creativity of science and technology-oriented mid- and small-scale enterprises, emphasizes upon making and implementing policies of promoting the development of these enterprises signed by China's government in comparison with the counterpart policies from other countries. Learning from other countries and based on our realities, this article emphasizes the theoretical and strategic thinking tools of public policy of promoting technological innovation in china.Last but not least, this article adopts the empirical study on science and technology-oriented mid- and small-scale enterprises in Qinhuangdao, and depending on evaluating index system and models mentioned above, comprehensively commentates all different kinds of indexes in these companies and provides some measures and advice on the public policy of technological innovation of science and technology-oriented mid- and small-scale enterprises in Qinhuangdao.
