Due to manufacturing is always the major industry which creates social wealth and resolves lots of employment issue in China. So it is very important that promotes the growth and development of manufacturing. With the age of knowledge economy coming, the rapid development of science and technology, the key resource for an enterprise is changing from capital to intellectual resources including information, knowledge, technique, ability and so on. The development and usage of mental resources is becoming the key factor to maintain continuously the competitive advantages for an enterprise. However, the appearance of new knowledge, new techniques and new ideas outside the enterprise make it more and more difficult to obtain them by itself in the rapid changing environment. So, one enterprise should maximum develop and use the intellectual resources from inside and outside by relying on its strength of outside intellectual resources thus increase the enterprise's core competence and maintain its long-term competitive advantage. This model relying on outside intellectual resources is called mental outsourcing. This model is one of the most effective models to promote the development of manufacturing in China. This is also what the paper is introducing and studying.This paper defines not only the concept, meaning and range of mental outsourcing by using literature review, theoretical analysis, qualitative analysis and case study and also describes systemically the theoretical basis, possible risks and driving factors of mental outsourcing. By analyzing the current developing situation and decision-making factors of enterprise's mental outsourcing for Chinese manufacturing, this paper proposes the decision- making model of mental outsourcing for Chinese manufacturing and offers detailed study for choice, management and controlling the provider of mental outsourcing. In addition, the paper proves that the theory, ideas and decision-making are very useful and practical by a realistic and representative case, and this can help Chinese manufacturing enterprises to make correct decision for mental outsourcing, to choose the suitable service provider, and to strengthen the management and control of the providers, thus this will increase the quality and ability of Chinese manufacturing enterprises, enhance their core competences and maintain their long-term competitive advantages.This paper not only provides the decision-making model of mental outsourcing, but also gives some suggestions and guides on choosing, managing and controlling the service providers. I do hope that this study can provides references for decision-making of mental outsourcing for Chinese manufacturing enterprises.
