Under the condition of knowledge economy, with the development of the human resource management theory and the technical progress, social specialization division of labor is becoming more and more obvious, in order to comply with the demand of enterprise human resources management strategy transformation, human resources outsourcing as a new form of human resources management, in recent years has risen in the world scope. With the intensification of specialized division of labor and the enterprise competition, more and more small and medium-sized foreign-funded enterprises in our country, have chosen or are in the process of the implementation of human resources outsourcing, due to the size, cost, efficiency and many other factors, in addition lack of understanding to our policies and regulations. But when it brings new opportunities and benefits, the risk and its inherent flaws in the outsourcing of human resource management can not be ignored yet. Enterprises should take the risk into account when decide outsourcing all or a part.It is a complex project when making outsourcing decision for the small and medium foreign enterprises. It is necessary to consider the human resources outsourcing may have benefits for the enterprise and related costs, but also consider the other possible related problems and continuously adjust, modify, according to the actual demand, own resources, strategic internal factors, external market environment, partners and other factors. Only after a comprehensive analysis, a perfect scientific decision can be formed.At present, the decision-making research to the outsourcing of enterprise human resource management is mainly based on the transaction cost theory, core competence theory and strategic management theory. This article made some innovation based on the summary of Chinese and foreign scholars research on decision-making model of outsourcing, first summarize the definition and related theories of human resources outsourcing for the small and medium sized foreign enterprise, and then through the analysis of driving factors, advantages, content and characteristics of the small and medium enterprise human resources outsourcing on the base of related theories and both internal and external environment factors, explore a suitable decision making model and implementation plan for small and medium foreign enterprise human resources outsourcing.
