In the 1990s,new regionalism spread to global,all kinds of regional tradition agreement spring up.In East Asia,the two developed nation --Japan,Korea and the biggest developing nation -china all squint towards the multilateralism till later 1990s,who are cold to regional trade organizati-on.They.are three survival nations which do not participate any sub-regional trade agreement,and ASEAN is the only influential free-trade area in East Asia.As the new round multilateral trade negotiation bog down,all kinds of regional trade agreement come forward,external environment in politics and economic have changed,china Japan Korea have gradually turn their attention to the new regionalismThe form of freed-trade area not only realize the tariff reduction,marketing enlargement,market access inter-nation but also satisfy some nation's political purpose to get the politic cal and unconventional profit.The economic integration is the most common form that is adopted by many regional group.But there are much barrier between china,Japan and Korea such as geopolitics strategy,history issue,internal sensitive industry,which entrap the construction of the trade area into many troubles.The freed trade area construction is imperative anyway.It should choose the regional cooperation opportunity to push the construction of freed trade area not stand still.From searching sub-regional cooperation theory,this article considers it is feasible and realism for the three countries' politics,economic,culture and breaking deadlock that the three countries choose adjacent part areas to start the cooperation from local government to non-government organization.This article considers Weihai Qingdao Yantai should be the core cities in the China-Japan-Korea sub-regional cooperation implementing from the study of geography dominant,economic base,industrial structure,economic trade,history alternation.The participation China-Japan-Korea sub-regional economic cooperation of Shandong peninsula urban agglomeration,Shandong peninsula urban agglomeration planning based on Shandong regional development strategy, constructing manufacturing base in peninsula will be combined in this article.This article instance Weihai which is the easternmost city on peninsula to put forward the strategy for Weihai in participating China-Japan-Korea sub-regional economic cooperation,constructing peninsula industry base and realizing itself development.This article also aims the participating form.The model of cooperation:with China-Korea railway ferry,building China-Korea-Japan passageway creates new regional shipping center.To realize regional cooperation and economy development based on port logistics,to drive the Weihai be a development tip-top of China-Korea-Japan sub-regional economic cooperation.There will be a model like this,different cities as point,through transportation as an axis,the effect of economy extend around. This thesis take positive analysis and normative analysis to think,try to break the deadlock of China-Korea-Japan free tread area with the model.The thesis want to make the center port to be broken point,from point to area,the goal is FTA.
