Supply Chain Management is one of the hot topics in the academic circle which has changed the traditional competition pattern. After its appearance, the market competition has transformed from the competition among individual companies to the competition of the Supply Chains of these companies. Therefore, it can be said that supply chain is one kind of cooperative and communicating system among companies which have professional skills and market competitive power. It integrates the individual resources of interrelated companies effectively and enables them to display the coordination benefit. It is an activity which creates common value for these companies. As a system, control or feedback implement is a necessary part to monitor, analyze and improve the performance of supply chain management. Therefore,the management of supply chain performance plays an important role in improving performance and consolidating resources of the supply chain. In order to set up a better supply chain system, an effective performance evaluation system is necessary.Based on the above viewpoint, the research purpose of this article is from the existing supply chain performance valuation theory and method, establishing science supply chain performance evaluation system in rubber hose and belt company, starting from its each essential factor and the relationship between these factors, constructing the supply chain performance evaluation system, and indicate the concrete situation's utilization by unifying the contingency theory. It can give the method of improving and consummating the supply chain according to the different performance evaluation results and can then finalize the construction and implement one set of completed supply chain performance evaluation system special for the rubber hose and belt enterprises.This paper firstly introduced the relevant theories, concepts and main supply chain performance evaluation system and its characteristics. It analyses the background and actuality about rubber hose and belt enterprises, especially the actuality of supply chain and its evaluation management system, points out the existing problems and the root cause of these problems. Under the guidance of theory and actuality, based on essential factors of supply chain performance evaluation and the relationship between these factors it constructs the supply chain performance evaluation system of rubber hose and belt enterprises. The levels, structures, frames of the system and the index system, which are the emphases of this paper, were also constructed. After that the paper indicates the steps and the preconditions in establishing the supply chain performance evaluation system of rubber hose and belt companies. The extendable measures were also being discussed. The constructed system can be used in concrete enterprise through the proper steps to set up the performance evaluation system for the intended enterprise, supply the performance evaluation, analyze and summarize the final results and launch the reports to validate the efficiency of the system. The last part is the summary of this paper's research.This paper takes the case analytic method to assist the rubber hose and belt company in establishing the evaluation system and confirm this validity. It also used the fuzzy synthetic evaluation system to measure the supply chain performance evaluation, in the process of this evaluation financial analytic method and the expert method were used to appraise the certain quota and the stationary index.We hope that this research can promote the further development of supply chain performance management and the supply chain performance evaluation system in domestic enterprises.
