Research On Government Service Function Of Investment Invitation Of Taishan District,Tai’an City

In the late1970s, the Chinese government established a basic national policy of opening up to the outside world in the Third Plenary Session of the Eleventh Central Committee. With the deepening and developing of the reform and opening-up, the work on investment invitation has become an important driving force for China’s economic development, as well as a crucial way for China’s to participate in the international division of labor, expand foreign exchanges and impact the world. Investment invitation has a profound impact on the economic growth of the local government, job enlargement, improvement of advanced technology research and development capabilities, upgrading the industrial structure, expanding exports, promoting structural reform and other aspects.However, the government has been in the leading position in the investment invitation activities for a long time. Some bad behaviors i.e. focus on quantity instead of quality, blind construction, vicious competition, eagerness for quick success and instant benefits, false reports to deceive superiors or subordinates and so on, are difficult to avoid in the government-dominated investment. That local governments excessively involves in the investment invitation will inevitably cause the offside, derangement and absence of government functions, the abuse of public power and officials’misusage of the objective function, which are ultimately harmful to the public interest and not conducive to the local economy, the society’s long-term stability and sustainable development.Therefore, we urgently need to investigate the new positioning, new ideas and new ways to attract foreign investment in the new situation. The government officials are to offer good services rather than just to be good leaders. Consequently, the government should shift from the government-dominating one to the service-oriented one, and play a good role in public management and public service in the market economic system, because the environment, quality, policies, mechanism, system and effects of the government service directly determine the effectiveness of the investment invitation. It is necessary to establish a set of effective investment service system related to the demands of the investment enterprise. Adopting the methods of comparison research, documentation research, theoretical research and empirical research, the thesis defined the connotation of the government functions and made the government roles clear in the investment invitation scientifically, and made a study on how to make the government play the best role in the investment invitation activities as well. Moreover, considering the current situation of the investment invitation work in Taishan District, Tai’an City, it analyzed the origin of some main problems such as the offside, derangement and absence of government functions etc. By learning from the advanced experience home and abroad, the author came up with a proposal with the aim to improve the service in the investment invitation activities of the government of Taishan District effectively, which not only has great theoretical value but also has practical significance in promoting the government function and achieving the sound and rapid development of regional economy.
