The Research On The Use Right Transfer Of The National Urban State-owned Land System

It is well known that the land is the basic resource and environment, which the human beings produce and survive depending on. It's the carrier of the social economic activities and the necessary premise of the urban social economic development. We put in practice of the most strict land management system, based on our national conditions of too much population with less land. It's also the certain requirement to implement the scientific concept of development and ensure the economic society sustainable development. With the enactment of the Land Administration Law of the People's Republic of China and implementing regulations in 1998 and our progressive reform of urban state-owned lands system has made great strides forward, it plays a significant part in regulating and developing the urban land market, invigorating the existing urban land, increasing the revenue for the government and implementing urban planning. The paper takes the urban land system as the object of study, elaborates the basic connotation and reference concept of the urban land transfer system, analyzes the basic content of main manners and the income of the urban land transfer, introduced the main city land transfer system in national and overseas, comments the historical proceeding. With the existing problems in the operation of urban land transfer system, the paper gives the notion of the avenues to further improve our urban land transfer system.
