Study On The Urban Land Transfer System In China

In order to reveal the land value, enhance the land utilization efficiency, realize the land resource optimized disposition, most of the cities in China have established the system of urban land transfer, which plays a significant part in regulating and developing the urban land market, invigorating the existing urban land, increasing the revenue for the government and implementing urban planning. In this paper, the author probes into the connotation of the system, its characteristics and the theoretical foundation it is established on, compares with three kinds of urban land transfer way, and appraises the urban land transfer system achievements, in this foundation, elaborates the successional process of the land using system, and evaluates the flaws of the urban land transfer system. With the existing problems in the operation of the urban land transfer system, the author by taking the current national situation into consideration concludes that the system should be integrated by selecting the mix land management method , improving the system of law , regulating government deeds, distributing land profits properly, reforming the ways of transfer urban land and so on to consummate the urban land transfer system.
