The Assessment Of Rural Fund Allocation Efficiency And Analysis Of The Influencing Factors In China

There are serious "three rural issues" in China,and the gap between the rural and urban socio-economic development is not according to the requirement of building a harmonious society.So,solving the "three rural issues" and promoting the rural economic development has become an important task in current.Increasing the capital and improving fund allocation efficiency is the key to economic development in rural areas.In order to search the way of improving rural fund allocation efficiency,I am going to use the Data Envelopment Analysis to estimate the rural fund allocation efficiency of 31 provinces in china from 2001 to 2006.After this,I am going to analysis the influencing factors of the rural fund allocation efficiency,and give some recommendations.This paper is divided into the following sections.Chapter 1 is introduction, which describes the reason of making a research on the rural fund allocation efficiency,the research approach and research method.Chapter 2 reviews the research on rural fund allocation efficiency in both domestic and foreign literatures.Chapter 3 systematically introduces Frontier Analysis Theory and two models of Data Envelopment Analysis,and illustrates the reason of choosing the Data Envelopment Analysis to estimate the rural fund allocation efficiency.Chapter 4 and Chapter 5 make some empirical research on rural fund allocation efficiency,which use the Data envelopment Analysis to compare of rural fund allocation efficiency in different provinces and try to find out the influencing factors of the rural fund allocation efficiency.Accounting with the conclusions of empirical research,Chapter 6 makes some recommendations of improving the rural fund allocation efficiency in China.The innovations of this paper are as follows.First,it's the first time of using BCC model to estimate panel data of the rural allocation efficiency in 31 provinces from 2001 to 2006.Second,it is much scientific to use the pure technical efficiency rather than technical efficiency as a dependent variable,which do not considering the impact of the scale efficiency.Third,the existing researches were often dwelling on how to increase the investments in agriculture and rural areas,and neglected of fund allocation efficiency.This paper concluded that the increase in rural credit funds is not necessarily as a positive correlation to development in rural areas,the key of developing the rural economy is to improve the fund allocation efficiency.There are some inadequacies in the paper as follows:First,the fiscal budget subjects were altered in 2007.In order to maintain consistent,the empirical research in this paper did not study the data of 2007.Second,the applications of DEA are developing.But the corresponding software can't follow up the pace of the development,which limits the applications of DEA in this paper.Third,the regression result of human resources was inconsistent with the theory,which the possibly because of the average years of education of rural labor force is not an appropriate index to present the human resource.
