Research On The Performance Of Rural Fund Allocation In Chongqing

Based on the Realistic Background of Balancing Urban and Rural Comprehensive Coordinated Reforms,this paper studied the performance of rural fund allocation in Chongqing.Main content and possible bright spot is that:(1) after recalling the previous studies,this article tried to define the connotation of rural fund allocation and it's performance;(2) Based on the urban-rural dual structure of the production function,this paper searched for the rational choice of rural fund allocation model for Chongqing Municipality;(3) from the behavioral economics theory,this paper studied the behavior and characteristics of the supply and demand of rural fund;(4) empirical studied the performance of rural fund allocation from the number and quality dimensions of the Chongqing;(5) analyzed the reason how the deviation of performance of rural fund allocation in Chongqing came out from the perspective of institutional economics.(6) with the help of mechanism design theory, designed the Optimization Mechanism of rural fund allocation for Chongqing from two aspects of attracting capital back into countryside and upgrading the efficiency of rural fund,with the help of Mechanism Design Theory.The theories and conclusions of this paper:1.Rural fund allocation efficiency means,the funds allocated to the countryside can be seen in two ways:from the view of quantity,it should satisfy the requirement of rural economic development;from the view of quality,it should achieve output maximization.Rural fund allocation efficiency means the behavior process of rural economic body allocating scarce resources such as fund and whether it can meet the economic requirements;whether it can meet the requirements of regulation;whether the output and input result from the behavior of allocating is effective;whether the results reach expected target;whether the public satisfied with the infection of the behavior of allocating.2.The city of Chongqing,which the dual structure in urban and rural economy is quite evident,can only choose the rural capital distribution pattern by which the government guides the market,in order to prevent the outflow of rural capital and achive the balanced fund allocation between urban and rural areas.Market-oriented distribution pattern of rural capital cannot bring the rural areas sufficient funds because of its inner nature of pursuing profits, government-oriented distribution pattern of rural capital cannot allocate enough capital to rural areas because of the concept that achievements is the most important.Chongqing city,which the dual structure in urban and rural economy is quite evident,can only choose the rural capital distribution pattern by which the government guides the market.Besides,adjusting the prices of finance is indispensable so that the capital price ratio of the agriculture sector and the non-agriculture sector can be equal to the ratio of agricultural products consumption and the non-agricultural products consumption by residents so as to prevent outflow of rural capital and achieve the balanced allocation of urban and rural capital.3.As objective function differs,the imbalance of the demand and supply of funds for rural areas is a normal state in rural economy development.Through analysing the requirement behaviors and features of demand subject(rural families,medium,small enterprises and local government) of rural funds,together with the supply behaviors and features of supply subject(local government,financial institution,and private capital),we are able to find that the imbalance of the subject of demand and supply is a normal state as each objective function differs in short term.It cannot be eliminated but reliefed.4.The new rural areas' construction of Chongqing is facing a double predicament which is insufficiency of the total capital and capital distribution.On one hand,the distribution to rural capital in Chongqing is low overall;financial support to rural areas is not helpful enough and the effective use of rural loan capital is not obvious.The fund which should be invested into rural economic has been lost.These caused the degree of the shortage of rural capital for constructing new rural areas in Chongqing;On the other hand,the overal function performance of the rural capital allocation system is ameliorating,but technic efficiency is quite dissatisfactory,which is far behind scale efficiency.The policy suggestions of this paper:1.Various supporting agriculture and benefiting-farmers policy must be implementing thoroughly and local governments' behavior must be standardized.Recently,The Party Central Committee and The State Council put forward a series of important supporting agriculture and benefiting-farmers policy,and the input increases year by year.However,these policies must be carried out completely.Firstly,enhancing the fund supervision to supporting agriculture and benefiting-farmers must be given an equal status as fund input so as to change the phenomenon of Great Attention to fund allocation and contempt for fund supervision.Secondly,the fund management to supporting agriculture and benefiting-farmers must be standardized and strengthed. What's more,supervision responsibility should be enhanced and we must stop up fund management loophole and make various benefiting-farmers fund safe,accurate,convenient and sufficient to numerous households.2.The competitive rural financial market must be cultivated actively and the rural financial organization function should be given full play to.On the premise of strengthen supervision and risk prevention,the authorized need go on to relax the market access gradually and cultivate moderate competitive rural financial market.Firstly,the authorized should encourage the present local commercial bank to serve for rural areas.Secondly,the authorized should encourage the development of new types of rural financial institutions such as rural small-credit organization, county and village bank,loan subsidiary,rural mutual financial cooperative and the community middle and small bank.Thirdly,the famer's specialized cooperative that matched condition can be allowed to develop the credit cooperation.Fourthly,speed up the progress of the establishment of providing loans regulation,define the legal status of the subjects of the non-absorption deposit loaner and guide private finance to an important competition subject of rural financial market.3.The authorized should supervise and release risks of rural fund allocation effectively so as to realize rural fund sustainable allocation.We should not only emphasize rural fund allocation based on the allocation quantity and allocation efficiency,but also pay attention to release the stock risk and increment risk in the end;the sustainable allocation can be realized.The precaution and resolution of county and township local governments' liability method must be strengthened to avoid appropriating various funds for supporting the countryside.Meanwhile,the monitoring and analysis of rural financial stability must be strengthened to keep the stability of rural finance.So the rural economy and finance can developed in the sustainable way.The supervision to rural folk debit and credit must be strengthened.It's necessary to pay close attention and analyze rural folk debit and credit correctly,master the pulse of rural economy development and put forward the policy suggestion of rural economy and finance development in time.4.Make full use of the special favourable policy to municipalities and make local rural financial policy.The State Council No.3 Document,Some Questions On Balancing Urban and Rural Reform And Development Of Chongqing(State issue[2009]No.3 ) in 2009,not only gives Chongqing new strategic orientation,but also give Chongqing many new policy.The city of Chongqing can make the best of these special policy,research on the local rural funds allocation policy according to the fact of the rural economy condition to realize the rural economy development.Furthermore,It's a beneficial attempt for balancing urban and rural devolpment.
