The current trend of large-scale and diversified development of ports set a higher demand for collector-distributor systems. As the transportation system to collect and distribute cargoes of ports, collector-distributor system is the key of controlling efficiency and effectiveness of the port logistics service.Developing collector-distributor system of ports need designing reasonable method to determine collector-distributor capacity and effectively fixing the rate between road and railway transportation to meet collector-distributor demand and make full use of collector-distributor ability to save resources and protect environment.In this paper, based on defining collector-distributor system, the content and process of collector-distributor system planning is described according to transportation planning, and the collector-distributor capacity and configuration problem is seen as the core of collector-distributor system planning. The conclusion of collector-distributor ability is not designed entirely in accordance with the size of throughput is proposed based on analysis of current status of collector-distributor system development.Based on comparative analysis of forecasting methods, the Winters forecasting method which can fully reflect change characteristics of the throughput is selected to forecast port throughput; reasonable method to determine collector-distributor volume is designed to fix future collector-distributor ability; collector-distributor network is designed according to the characteristics of collector-distributor system, characteristics of road and rail transport is analyzed, and configuration process of collector-distributor ability is designed. These theories and methods are presented in case study and the results are nearer to the actual situation of port collector-distributor system, which show the theories and methods in this paper are effective and feasible. |
