As of the first half of 2013, China’s highway mileage of 96,000 km, institution management system can not meet the needs of the rapid development of the highway industry, the original approach to the business model of highway management unit is gradually enterprise replace the operating mode, the operators management units more entrepreneurial management style through the right path, people management. Accounted for80 % of total highway toll operations management unit staff employees as the main worker main business income, to ensure the full collection of highway tolls and highway running enterprises play a decisive role. However, employee compensation system is unreasonable,lack of specific assessment toll, neglect charges employees’ “growth needs”, mental stimulation is not in place, the impact of the highway toll employee motivation to play.Therefore, effective employee incentive fees become an important topic highway operations management units. In an overview paper on incentive theory, based on the analysis of the incentive fee status of employees Xu Yu Henan, Shandong Expressway Group Company;then based on interviews and questionnaires for staff needs analysis, the dominant needs of different groups of employees, according to the needs survey the results showed that charges the problems of employee motivation; finally propose solutions for the problems of the general problem of employee incentive fees ideas and measures.
