With rapid development of network information technology and the increasingly competitive market, the internal and external environment of Chinese billing business have undergone tremendous changed. The emergence of e-commerce has greatly changed the socio-economic mode of operation, when it changes the structure of existing social values and also to create new social values, as a new form of business, it provides a more convenient method of trading and low transaction costs for global customers. Electric billing presentment and payment(EBPP) as a new application form of e-commerce on bill business, compared with the traditional billing on delivery and payment, which has a convenient, fast and low cost characteristics, it obvious advantages has becoming to attract the interest of client and consumers. Now, EBPP has rapidly development in foreign countries, and become a new development trend in the field of e-commence, business apply EBPP system is gradually prevalent, but EBPP has not yet been fully utilized in Chinese e-commerce field. On the background of Flink Group develop EBPP, this article will research EBPP marketization issues from the perspective of marketing strategy.First of all, this article discusses the concept and theory knowledge of marketing, explains the background of subjects, study ideas and methods, and research purposes and significance. meanwhile it introduces EBPP business and use PEST, SWOT as the analysis tools to analyze respectively in Chinese internal and external environmental, industry market conditions and Flink's competitiveness, through this analysis to determines market positioning and marketing objectives for Shenzhen Flink Group develop EBPP business, and put forward a viable marketing strategy.
