Benchmarking is an approach which originated practice and process formed in the enterprise in the 20th century, the late 70's and early 80's, through the implementation of benchmarking, organizations have a clear understanding of themselves, at the same time study from the head to improve organizational performance. the growing diversity demand of the residents for public services and insufficient supply of public services in general and the existence of conflicts between low-quality are the problems of building a harmonious socialist society, there was a need for the introduction of benchmarking to improve the performance of public services.This article is divided into five sections:The first section is introduction. in which discusses the research background and significance of topics, the methods and ideas of research, the innovations and shortcomings.The second section introduces basic theory of the benchmarking and public services. the basis of the benchmarking theory introduces the concept of benchmarking and its main concept, the implementation of steps, In the basic theory of public services combined with the scholars of public services, the author define the scope of public services and he concept of public services and performance assessment of public services.The third section is the possibility of analysis that benchmarking enhance the performance of public services. this article from the possibility of subjective and objective aspects analysis the benchmarking enhance the performance of public services. Subjective possibility is based mainly on the importance of leaders and the support of subordinates, objective possibility is the perfect of performance evaluation system, which makes Benchmarking to enhance public services performance possibility.The fourth section describes the benchmarking practice of West and China. at first described the practice of Milwaukee and Tennessee, and then introduce the Benchmarking practice of China's Lianyungang City. at last, Summary the experience of Western Public Service Benchmarking practice, and there are many problems in our public services, by comparing and analysis get three enlightenment: to find real benchmarking partners, for each indicator of the reasons for the gap analysis, tracking to monitor.Part V is the focus of this article , to explore a path which adjust China. this part includes three major aspects: the benchmarking steps of China's public service, the obstacles of the implementation and Strategies for overcoming obstacles.
