Benchmarking In The Performance Evaluation Of State-owned Enterprise Managers

As the ownership and operation right of state-owned enterprises have separated from each other, the rights and responsibilities of the funders and operators of such enterprises have become distinct. Therefore, how to establish an effective performance measurement system to supervise and measure the performance of operators has become an important issue for the stainable development and value maximization of the enterprises.Benchmarking, first adopted by Xerox in the late 1970s, has been widely used in all the management links of enterprises. The funders of state-owned enterprises may apply benchmarking in measuring the performance of operators to solve agency problems caused by the separation of ownership and operation right and maximize the value of enterprises. Based on the review and elaboration of the relevant theories and the present situation, the paper proposes to apply benchmarking in measuring the performance of state-owned enterprise operators. The paper has made a thorough comparison between state-owned enterprise operators'own enterprise and field enterprise of the state-owned enterprises in terms of measurement standards, indicators and process, to make the measurement standards and indicators more scientific and feasible and the supervision more effective, thus establishing an performance measurement system for state-owned enterprise operators based on benchmarking.The originality of the paper is manifested in applying benchmarking in performance measurement system for state-owned enterprise operators. The paper takes both the features of benchmarking and the performance measurement of state-owned enterprise operators into consideration, so it has great practical implications.
