To eliminate poverty is a worldwide problem, during the last three decades with the implementation of the Reform and opening-up policy by China government, the Poverty Alleviation Work in Xinjiang have made a large progress in the leadership of China central-government. On the basis of"nation situation", Chinese government made a series policy on Development-oriented Poverty Relief to Xinjiang. Due to the geo-political consideration, central-government pay highly attention to the poverty problem of Xinjiang Uyghur Autonomous Region, the Poverty Alleviation Work in Xinjiang not only related to the local economic development, but also related to the stable political, national unity and the harmony of society. In the key progress of the 11th five-year program, the government of Xinjiang needs to improve and innovate the policy system of Poverty Alleviation. In order to add more job opportunity to poor people, help them to improve the living standards through the development of productive forces.This thesis mainly study on the Development-oriented poverty policy of Xinjiang and choose the three typical prefectures of Kashi, Hotan and Hemi as the case of study. In this magisterial thesis, through the micro-perspective to see the effect of the implementation of Poverty Alleviation policy, the writer analyses the positive effect of the policy, and finds the plights that occurred during the implementation of Poverty Alleviation policy. On this basis, the thesis put forward some suggestions on how to improve the Poverty Alleviation policy in Xinjiang according to the experience of domestic and aboard. With a view to offering reference and inspiration to improve the Development-oriented poverty policy of Xinjiang.
