Since the beginning of the 1950s, China's resource-based cities devoted to the development of mining and mineral processing industry by virtue of a superior resource endowment for a long-term commitment played an indelible role in the development of national economy. Not only for industrialized countries to provide material, financial and human resources, to provide with a large number of employment opportunities, but also push forward the industrialization and urbanization process greatly. However, such cities are high dependence on resource-consuming industry , the inadequacy of industry diversity, urban environmental pollution,and comprehensive competitiveness of poor. Even some cities might exhaust their mineral resources and have an empty city left behind. Thus how to help the cities out of resources, to achieve its economic transformation is the urgent need for research on major issues.In this paper,by research on Coal-mine based City, base on Coal-mine based City of sustainable development, sum up domestic and abroad resource-based cities with economies in transformation. The development of Coal-mine based City is a complex system, select the main factors which affect these cities greatly from economical subsystem, people subsystem and resource subsystem point of view. And then based on system dynamics modeling steps, determined the Coal-mine based City's system border on the premise of. Through this work, variables in Coal-mine based City's system dynamics model were carried out to identify. And then the model on the basis of system dynamics is established, apply the model to the city of Lei yang. During the application, record data must first have a stability test for avoid the fake regressions, and select out the Level variable. The paper uses the grey relational method to determine the auxiliary variable which has a strong causality with the level auxiliary. At the end, the major parameters of Coal-mine based City model are confirmed and system dynamics model that can respond characteristic of Lei yang is established. Using validity and sensitivity test on this model through record data, basis simulation and policy simulation are carried out for Lei yang's system. Conclusions are got by analyzing the simulation results which can support the later analysis and study of Coal-mine based City.
