The Research On The Transfer Of Rural Surplus Labor In Qinghai Province

The transfer of Rural surplus labor is the major strategic issue in present economic development in China and is a key to reach the comparatively well-off society,fulfil the scientific development concept and to solve the problem of"Peasant,agriculture,and village"efficiently,which not only concerns the development of rural economy and the macroeconomy,but also influences the long-term stability and safety of society because of the urgency of the Problem and the deep interest of the author,the author chose to study the Problem of rural surplus labor transfer in Qinghai Province.There are abundant Agriculture labors and more rural surplus labors in Qinghai with a great population,This thesis Therefore,is aimed at the present conditions of the transference of rural surplus labor in Qinghai province and conducts a positive analysis.The dissertation consist of six parts which are:Chapter one : introduction to the research background , purposes , objectives and methodology,a preparatory bases for the research.Chapter two:Introduce the theory of the shift of the rural surplus labor,such as the Louise's theory, the Nice-FeiJinghan theory, QiaoSen's theory,Luo's theory and so on.Some concepts relevant to rural surplus labor transfer were analyzed at first.Such as rural surplus labor,Agriculture surplus labor,labor transfer,these works were the basic of the article.Chapter there:introduces the natural economy condition in Qinghai province,This paper analyses the country development in Qinghai province at present,It makes use of various models to compute the amount of rural surplus labor of the whole province.Chapter four:puts forward to the major problems and constraints in transfer process of rural surplus labor in Qinghai province.Chapter five:suggestion and strategies about acceleration of rural surplus labor in Qinghai province.It is suggested that the rural surplus labor has to be on a rational and ordinal basis.It is highly recommended that there should be a strategically structure and economic alternation,development of rural industrialization and township enterprises, and production of urbanization in rural area through a new developmental approach.It is suggested that exports of rural surplus labors should be improved in terms of quality,the urban and rural development should be given an integrated consideration,and that the system barriers to the transference of rural surplus labor and employment should wiped out.
