For the construction of the highway engineering, the network planning of the project construction is the important theoretical basis to the arrangement of construction and the compilation of the project progress planning and the resource requirement planning. Furthermore, the optimization of network planning can ensure the rational allocation of resources, reduce the risk and attain cost reduction during the construction progress.In the course of engineering projects construction, the rational allocation of resources can not only greatly improve the construction management, but also bring great economic benefits. For a long period of time, the research of resource optimization mainly focuses on the solution algorithm of resource leveling. Based on previous studies, this paper takes into account the influence of time value of money on resource leveling, which, as an objective function, is involved in the resource leveling model. Furthermore, the economic benefit of resources after achieving the resource leveling is also studied in this paper.In the duration risk, combined with previous research results and according to the uncertain duration of the work, I made a method of calculating the probability of completion of work .According to the line synthesis analysis of the network, to the first expected value and variance of the end point, as the expectations of network completion time and variance I obtain the probability distribution function of the construction period. At the same time, I research the economic benefit of the shorting construction period and economic loss of the prolonging the period, then under the different probability of the period distribution function, establish the Economic model under the probability of the complete period.At last, based on the network of the highway construction, the author builds an integrated model of involving the resource leveling and duration risk.
