A Study On Applying TBT_B Financing Mode To Build Public Parking Lots Of Xi'an

With the surge of urban motor vehicle, parking has already become more and more difficult in Xi'an, it influences the urban traffic order, causes traffic jam, restricts normal development of city traffic, hinders the growth of urban economy. Trace to its cause, that parking lots build slowly and park berth supplied is seriously insufficient are two of main reasons. The most effective and direct solving method of the problem is to build more parking lots, but that needs a large amount money, for government finance ability is limited, Money invested by government only can't meet the day by day increased parking need, so need to widen the financing channel, attract and encourage nongovernmental fund, foreign capital to parking lots building field. Base on this, this thesis studies the financing mode suitable for the public parking lots of Xi'an and aims at promoting construction, offer reference for other similar cities of our country.This thesis firstly analyzes characteristic of public parking lots of Xi'an, constructs public parking lots construction fund need forecasting model which takes the land utilizing properties, traffic condition and parking policy as core, in consideration parking policy of Xi'an, and predicts demand fund in the future years; has analyzed the optional investment and financing modes and characteristic of public parking lots, because existing modes are not delicate enough, and don't adapt to the development, it is necessary to carry on elaborate research to the financing mode; on the basis of recommending nowadays operating better ones, combine the restriction factor of construction, study comprehensively risk and feasibility that apply every financing mode into parking construction from investors and government, can know TBT_B has the characteristics that income is large and the ability resist risk is strong, suitable for public parking lots construction of Xi'an with characters of low incomes and high risk; has analyzed feasibility of applying TBT_B to public parking lots construction of Xi'an from three respects of social benefit, financial affairs and financing environment; then study the key problem that has decided the financing success or failure -concession period of the public parking lots, construct the calculation model of concession period; By example of Xiaozhai public parking lot, conclude that application of TBT_B in Xiaozhai village has high earn ratio and payback period of investment is short, so it is feasible in the financial affairs; also has carried on research to operation mode, attentive matters, obstacle and countermeasure of applying TBT_B to the public parking lots of Xi'an; finally carried on risk analysis from two respects of TBT_B and parking lots and have put forward concrete risk control measures.
