Research On The Performance Of Xi'an Public Transport Industry Based On SCP Theory

Urban public transport is an important carrier of urban development.It is an essential tool for people to travel.In people's production and life,its role is self-evident.Since 30 years of reform and opening up,urban public transport industry has been developing rapidly under the support of government policy with China's rapid economic development and constantly improvement of people's living standard.But the contradictions and problems such as the city bus service level is low,the operation efficiency is not high,the effective competition is insufficient and enterprise loss is serious that gradually exposed in the process of the industry development can't be ignored.Under this background,this article mainly inspects the situation of Xi'an public transport industrial organization from the perspective of industrial organization theory and taking SCP paradigm as the framework.In the aspect of market structure,this paper mainly analyzes from the market concentration,product differentiation and entry barriers.In the aspect of market behavior,this paper mainly investigates the non price behavior of Xi'an public transport industry.In terms of market performance evaluation,the article sets up a relatively perfect evaluation index system for the operation effect of the public transport enterprise by summarizing previous research experience and combining the actual operating conditions of the bus company.Based on the research of performance evaluation methods,this article chooses the data envelopment analysis finally.In the end,by choosing 14 bus companies of Xi'an as the decision unit,the article specifically calculates the overall efficiency,scale efficiency and pure technical efficiency of the public transport enterprises.It concludes that: the market concentration degree of Xi'an public transport industry is extremely high,product differentiation degree is low and barriers to enter the market is high.For price,the enterprise behavior is relatively passive,and most of them are lack of enthusiasm to provide high quality public transport services because of serious losses.There are too many business entities on the market,while large-scale enterprise is rare,thus it is difficult to achieve scale economies effect,meanwhile,part of the public transport enterprises can't make full use of modern high-tech to improve their management level,therefor,the overall efficiency of the industry has a lot of room for improvement.At last,based on the analysis of present development situation of Xi'an public transport industry and advanced management experience of foreign urban public transport industry for reference,the article puts forward some suggestions from the aspect of government and enterprise itself such as to create a market competition environment that is conducive to the development of industry,promoting industrial restructuring to achieve scale management,improving the mechanism for the formulation and adjustment of bus fares,standardizing the service quality of public transport enterprises with the contract,increasing the government's regulatory functions and improving internal management of enterprises so as to provide power for the development of Xi'an public transport industry.
