As China adopts the reform and opening-up, the demand model has upgraded, technologies made numerous progress, the economic globalization swept every corner of the world and the industrial structure moved worldwide, stimulated by China's accession to the WTO, as a result industries are bound to be restructured with great focus. High and new technology industries expand rapidly, that spurred a huge increase for the demand of well-educated workforce, and on the other hand, less educated workforce is shunted aside because of the movement of the industrial restructuring. Given the unprecedented population and labor force with lower level of education in general, typical dual economic structure, conservative mechanism and employment thought, unsound market mechanism, leap rise of those jobless, coexistence with much shortage of wanted talents, all these have contributed to the most severe conflict as of 1949 in our country. And an analysis of the reason for the deflection of the industrial structure and employment structure during the exchange period.
