These proposals are mainly about raising the resource utilizing ratio, enhancing product quality and technology, diversifying the downstream products, nurturing the idea of name brand strategy, diminishing information asymmetry, integrating the value chain, developing industrial clusters, creating sound external environment for the chain, improving interaction among the industry and optimizing the industrial chain.
